Agile Contracting in the Public Sector

By Mark O'Neal

Of late, we’ve been doing a lot custom application development work…

I thought I would post a link to a recent contract we executed and see what other organizations are doing…

The contract materials are located here:

A couple of things of note:

  • Tarrant County is a Public Sector organization, so the rules are very different from Private Sector.
  • It is important to have a predictable cost model
  • The scope at the beginning of the contract is almost always an unknown

How come it is important to have a predictable cost model in a public project. I remember that I commented yesterday on a post stating that over-budgets are rarely an issue in public projects (and I agree).

For us, it is important to have a predictable cost model due to how budgets are developed and approved. In our particular case, that’s an annual process with very limited opportunities to secure additional funding.

FWIW, I tend to agree with you that there are rarely “consequences” for not delivering within budget. Accountability in public sector is a huge topic that deserves a blog of its own….
